Sgt Kat Forrest and PC Smith of Avon and Somerset Police issued a section 59 warning against an anti-social driver during a routine foot patrol.
The notice was issued after a vehicle was seen driving at speed with high revs along Fore Street. Police attended the address of the registered keeper and spoke with the driver, who admitted to driving in an anti-social manner.
Avon and Somerset define anti-social driving as "Any activity involving a vehicle which causes alarm or distress, including racing, drifting around corners, making excessive noise, wheel spinning or doing tyre burnouts."
Police powers granted by section 59 of the Police Reform Act allow for the seizure of a vehicle in the event the driver is engaged in careless and inconsiderate driving.
The intervention comes after the force joined a nationwide crackdown against people using their mobile phones while driving.
The issuance of the warning was disclosed in Sgt Forrest's monthly report to Wellington Town Council. The report found that reported crime fell in February against the previous month.
Sgt Forrest said: "During February there were 243 calls to the police from members of the public relating to Wellington. This is down by 40 calls compared to the 283 calls we received in January.
"Wellington Police Station enquiry office is open from 10-2 on Mondays, Tuesdays, Thursdays, and Fridays. The team and I can also be contacted via our social media accounts, via the Avon and somerset police website or by calling 101."
